Committee recommends epoxy floor repairs at jail, approves Leading Edge proposal

Tom Williams, Manistee County Maintenance Supervisor, told the committee the jail holding‑cell flooring needs replacement with material inmates cannot remove and that is more resistant to bacterial growth. Williams presented competing estimates (Leading Edge and Xtreme/other quotes in Appendix D) and recommended replacement with an epoxy mortar/polyurea coating.
"There are currently three holding cells with flooring that should be replaced with material that cannot be removed by inmates and is cleaner from bacteria growth," Tom Williams said. The committee recommended approval of Leading Edge's proposal in the amount of $7,370, with payment to be charged to State Revenue Sharing earmarked for public safety and the Capital Improvement Fund.
