The Santee City Council convened a special workshop on Aug. 4, 2025, with Mayor John W. Minto calling the meeting to order at 8:06 a.m. Interim City Manager Gary Halbert opened the session and reviewed the schedule for the day.
City staff led presentations on departmental priorities and on issues related to the San Diego River. Councilmembers Laura Koval and Dustin Trotter participated in break-out groups with staff to identify short- and long-term goals. The minutes record that the group discussed ideal traits for appointing the next City Manager but do not list specific traits. Mayor Minto left the meeting at 11:16 a.m., and the meeting was adjourned at 11:34 p.m., according to the minutes.
