The Santee City Council met in a special session on Aug. 4, 2025, calling the meeting to order at 2:01 p.m. and immediately recessing to closed session at 2:02 p.m. The closed session agenda listed two personnel items under Government Code section 54957 concerning the City Manager: "Public Employment — Title: City Manager" and "Public Employee Appointment — Title: City Manager." Interim City Manager Gary Halbert, City Attorney Shawn Hagerty and City Clerk James Jeffries were noted as officers present. Councilmember Dustin Trotter arrived during the closed session at 2:04 p.m.
Council reconvened in open session at 3:54 p.m. and Mayor John W. Minto reported, "Mayor Minto reported in regard to Items 1 and 2 discussions followed with no action taken." The meeting was adjourned at 3:55 p.m. No motions, votes or appointments were announced in open session.
