The Castroville City Council on June 25 directed staff to advertise for an Airport Manager to finish out the fiscal year as a part-time position and transition the role to full-time after Oct. 1.
Mayor Bruce Alexander relayed a citizen suggestion that "the Airport Manager be a City Council appointed position" and said the council needed to discuss fairness in how airport operations are funded. Airport Maintenance Supervisor Pete Norstrom and Mayor Pro Tem Sheena Martinez argued the position "was a full-time job" and recommended increasing the FY27 budget to accommodate the change.
Council members expressed concern that the airport's staffing and pay match operational demands. Mr. Norstrom told the council the airport currently had "2.5 employees with a part-time manager," and said an expanded budget would be needed to support a full-time manager and additional certified staff to handle fueling duties. Council direction to advertise was given as a discussion outcome rather than a formal ordinance.
The council scheduled follow-up budget review at the next workshop on June 30, where enterprise funds will be discussed and the staffing proposal could be revisited with updated cost estimates.
