Planning staff presented the land-use element of the Visionary 2045 comprehensive plan update, saying the city’s planning horizon projects Ridgefield’s population rising to over 27,000 by 2045 and that the plan would accommodate roughly 5,800 housing units and 9,300 jobs.
"Balancing growth, infrastructure investment, economic development, environmental resources and community character is the mandate," said Miss Lust, the planning staff member leading the presentation. Commissioners sought clarification on what “infill” means in practice, whether the comp plan language should change from "facilitating" to "incentivizing" infill, and whether adopting the Wildland-Urban Interface (WUI) code would be enforceable (staff answered that it would be if adopted locally).
Commissioners also suggested adding policy language to support tree-canopy enhancements via public and private funding, and discussed whether neighborhood identity and placemaking should be specified more clearly in the plan language or left broader to avoid over-prescribing design. Staff said residential design standards would be audited and potentially updated as part of implementation.
The land-use review was presented as a policy-level, pre-implementation discussion; staff said formal public hearings and code updates will follow as next steps.
