Plan Commission recommends rezone for Lake Hallie Flex Space amid resident safety concerns

The Village of Lake Hallie Plan Commission on March 9 recommended that Rezone Petition 2026-0003 (Lake Hallie Flex Space) move to the village board for final consideration.
Commissioners heard that the project is envisioned as multi-phase commercial condominiums with owner-occupied spaces and a required ten-foot setback per parcel (20 feet between paired buildings). A resident who lives across the street said she was concerned about vehicle speeds and pedestrian safety around a nearby curve. Tom Toy described flex-space as "when the customer owned space and this is where the owner can store," and explained that if a septic system fails it would be managed "like an association fee," with the plat owner managing future septic costs. Pat Spilde moved to recommend the rezone request from Residential to Highway Commercial; Rusty Volk seconded and a voice vote carried.
The commission’s recommendation does not itself rezone the property; it forwards the petition for final action by the village board.
