Council workshop reviews MSCP Subarea Plan; direction given to staff

City staff and consultants presented the Multiple Species Conservation Program (MSCP) City of Santee Subarea Plan in a workshop format. Council asked questions and provided direction to staff; the city found the workshop not a CEQA project.
The Santee City Council held a workshop on Aug. 13 to review the Multiple Species Conservation Program (MSCP) City of Santee Subarea Plan. Principal Environmental Planner Marni Borg introduced the item; Sean Skaggs of Ebbin+Moser+Skaggs, LLP delivered a PowerPoint presentation and answered council questions. Staff members in the discussion included Planning and Building Director Sandi Sawa, City Attorney Shawn Hagerty and Principal Civil Engineer Steve Miller.
The council received staff responses to technical questions and provided direction to staff to continue work on the subarea plan. The workshop was administrative in nature and was identified as not a project under CEQA per Guideline 15378(b)(5). No formal action or vote was recorded beyond direction to staff.
The subarea plan affects local conservation planning and will inform future land-use and permitting decisions where MSCP provisions apply.
