The Santee City Council opened and closed a public hearing on Aug. 13 for an ordinance amending the municipal zoning code related to industrial uses (ZOA-2025-0002). Principal Planner Madeline Mattson presented the staff report and a PowerPoint. Council members questioned staff and received responses from Planning Director Sandi Sawa, City Manager Gary Halbert and City Attorney Shawn Hagerty.
A public commenter identified as Carl Costantino addressed the hearing. Mayor John W. Minto moved to approve the staff recommendation with adjustments to the hours of operation for Animal Care Facilities and modifications to the Coffeehouse definition; Vice Mayor Rob McNelis seconded. The motion passed unanimously, Ayes 5, Noes 0. The public hearing was closed at 7:16 p.m.
