Morgan McElwain of Friese Nichols briefed the court on the transportation bond program, telling commissioners that Central Road culverts are now complete and Bill Station contractor closeout paperwork will be presented next month. McElwain said Hutchison Road is moving toward 60% design and that town halls for the thoroughfare plan are planned for late September.
On the Pojo Road project, McElwain described a proposed new county road between Goshen and JE Woodie with 12‑ft lanes, 2‑ft shoulders, a 35‑mph design speed and a single‑lane roundabout at Pojo/JE Woody. He presented a design fee of $783,411 and commissioners approved proceeding with the design contract. Commissioners also discussed how the bond program links with TxDOT projects and matching funds; the judge asked staff to provide clearer timeline estimates for constituents.
