Aransas Pass ISD reverses earlier decision and opts out of allowing homeschool students in UIL activities

At consecutive board meetings in August and September, the Aransas Pass ISD Board changed course on whether homeschooled students may participate in district University Interscholastic League (UIL) extracurricular activities.

On Aug. 11 the board adopted a local policy (FM(LOCAL)) to allow homeschooled students to participate in APISD UIL extracurricular activities; the motion passed 4–2 (Olivia Hill and John Mullenax recorded Nays that night). The minutes record the motion and the vote under the Aug. 11 meeting.

At the Aug. 18 public and special meeting the board then moved to rescind that prior action. Trustees approved a motion to rescind the Aug. 11 policy action and subsequently adopted local policies FD and FM to opt out of permitting homeschooled students to participate in UIL extracurricular activities. The Aug. 18 minutes record the rescission and the later adoption of policies to opt out; the rescission and adoption actions passed on recorded votes with one trustee abstaining during consent items and one absent.

The University Interscholastic League (UIL) governs extracurricular competitions in Texas; adopting local FD/FM policy to "opt out" means the district will not allow homeschooled students to participate in its UIL activities under the local rules adopted that evening.
