Bastrop ISD reports growth in emergent bilingual population; reclassification jumps to 200+ students

Patricia Flores, Bastrop ISD's Director of Multilingual Programs, presented the district's annual Bilingual/ESL update on Nov. 19, reporting that the emergent bilingual population is projected to rise from 5,718 in 2023'024 to about 6,115 in 2024'025. She highlighted that "80% of students maintained or showed growth in language proficiency," and that more than 200 students met reclassification criteria in 2023'024, up from seven in 2021.
Flores outlined instructional and staffing measures supporting that progress: 10 new bilingual teachers were added, expanded certification partnerships exist at six campuses, and the district is using TELPAS and Amplify MClass/Lectura assessments to monitor growth. She also noted remaining compliance actions from 2023'024 including 78 bilingual exceptions and 12 ESL waivers. Board members received the report as information; no formal board action was taken.
