Bastrop ISD wins perfect FIRST score, board approves clean annual audit

Bastrop Independent School District reported strong financial results Nov. 19, with Director of Finance Renee Wingard telling the board the district earned "a superior rating with a perfect score of 100 and an A letter grade" on the 2024 School Financial Integrity Rating System of Texas (FIRST), based on 2022'2023 data.
Independent auditors from Whitley Penn presented the district's Fiscal Year 2023'024 annual audit. Auditor Addison Ebarb said the report carried an unmodified (clean) opinion with no material weaknesses or findings on internal control or federal single-audit programs. The presentation showed General Fund revenues of $133.4 million (about $4.7 million over budget), expenditures of $128.4 million, and a $6.7 million increase in fund balance; the district's unassigned fund balance was reported at $29.0 million, equal to 23.7% of expenditures. After the presentation, Billy Moore moved and Dr. Matthew Mix seconded approval of the audit; President Ashley Mutschink called the vote and the motion carried unanimously.
The FIRST rating and the clean audit were discussed as complementary indicators of fiscal health; board members asked clarifying questions during the public hearing and audit presentation but took no changes to the audit opinion. District leaders said the results reflect continued budgetary oversight and reserves that meet board policy targets.
