Board ratifies $150,786 stormwater change order after members debate process

The River Ridge Community Development District Board voted to ratify MRI Construction, Inc. Change Order Estimate #500 for price changes to the Phase I and Phase II stormwater management projects in the amount of $150,786.09.
Terry Mountford objected to the manner of approval and criticized the internal process, saying "there is a major dysfunction in the CDD’s operating process" and urging that a special meeting should have been called instead of proceeding without Board approval given earlier cost overruns. District Engineer Charlie Krebs explained that bid specifications changed and that the resulting work will function and meet expectations for eliminating standing water. On motion by Kurt Blumenthal and seconded by Keith Merrill, the Board ratified the change order "with all in favor." Counsel was directed to draft ground rules for approving project expenditures above specified contingency amounts.
The discussion also covered timing and budget carryover: Mr. Blumenthal noted the projects slipped into Fiscal Year 2025 and that $500,000 loan funds for stormwater were carried over, which partially explained the appearance of an overrun. No further delays or construction holds were ordered at the meeting; the ratification authorized proceeding under the revised pricing.
