The Angleton Independent School District Board of Education voted on July 16, 2025 to offer a junior varsity roster spot to student Kailie Leblanc as relief in a level‑three grievance filed by her mother, Katherine Winans. Dana Tolbert, board secretary, moved the motion and Michael Stroman seconded; the motion "that Ms. Winans daughter, Kailie, be offered a position on the JV squad as relief to the grievance before us" is recorded in the minutes and the motion carried unanimously.
Two trustees — Heather Brewer and Vice President Kimi Hunter — recused from participation in the grievance because Brewer had prior communications regarding the subject and Hunter said she recused to ensure Winans received a fair hearing; the board minutes record that Trustees Michael Sillavan, Tommy Gaines, Dana Tolbert and Michael Stroman said they could render a fair decision. The meeting record shows the board convened multiple executive sessions under the Texas Open Meetings Act, Texas Government Code Chapter 551, before returning to open session and taking action at approximately 9:32 p.m. The special meeting adjourned at 9:36 p.m.
