During public hearings the Board received initial bargaining "sunshine" proposals required under Government Code section 3457. Assistant Superintendent Zepure Hacopian summarized each proposal: CSEA Chapter 505's initial proposal (successor negotiations for 2025–2028), the District's initial proposals to employee groups, and the MUSD Police Officers Association's openers for 2025–2026 negotiations.
Each item was opened for public comment; no speakers registered. The Board approved each item as the initial sunshine proposal and placed the proposals in the public record. Copies of the proposals were appended to the official minutes for review.
The hearings satisfy statutory public-notice requirements preceding collective bargaining negotiations.
