"That the Board of Education acknowledges receipt of the attached initial sunshine proposal for successor negotiations in the 2025-2026 fiscal year and amendments to the Collective Bargaining Agreement from the CSEA, and its Chapter 505," read the motion recorded in the official minutes; the motion was moved by Carlos Cerdan and seconded by Elizabeth Cabrera and passed by roll call with four "aye" votes from members present. Similar motions to acknowledge the district's proposals and the MUSD POA proposals were also approved by unanimous roll-call votes.
The board packet cites California Government Code Section 3457 and Section 3547 as the statutory basis requiring that initial proposals of exclusive representatives and initial contract proposals be presented in public and become public records. The district's proposal notes the successor contract would cover fiscal years 2025–2028. The board's actions on Nov. 19 do not begin bargaining; they formally record receipt of the filings and notify the public that comment will be heard at the Dec. 3 meeting.
