Alissa Sanchez, Brooks County ISD finance director, presented the district's official fiscal year 2024-25 budget and outlined three funding scenarios that would determine the district's tax rate and payroll outcomes. She said the highest tax rate the district can adopt without requiring voter approval at an election is $1.3238. Sanchez reported the Maintenance & Operations fund balance at $7,677,205 and the Interest & Sinking (debt service) fund balance at $425,064.
Sanchez described three budget options: Option 1 would provide only scheduled teacher step increases with no general pay raise and leaves an estimated deficit of $80,000; Option 2 would provide a $500 one-time payment to staff with an estimated deficit of $176,599; Option 3 would provide a 2% pay raise with an estimated deficit of $367,304. She told trustees the three options would be discussed further at a planned budget workshop and distributed a PowerPoint and printed copies of the budget and rate documents. Public participation was invited; no members of the public spoke during the allotted comment period. The board did not take a final vote on the budget or adopt a tax rate at the meeting.
