Bullard ISD board holds special meeting, moves into closed session under Texas Open Meetings Act

President Cory Zahirniak called the Bullard Independent School District Board of Trustees to order at 4:00 p.m. on March 14, 2025, and affirmed that notice of the special meeting had been posted under the Texas Open Meetings Act. The meeting location was listed as the Bullard ISD Administration building at 1426B South Houston in Bullard.

"Let the record indicate that a quorum of board members is present, that this meeting is duly called, and that notice of this meeting was posted in accordance with The Texas Open Meeting Act, Texas Government Code, Chapter 551," Zahirniak said. The minutes list seven trustees as present: Cory Zahirniak, Chris McNertney, Susie Saxion, Brian Vestal, Stephanie Luper, Jacalyn Pedersen and Jason Stainback.

The board then moved into closed session under three statutory authorities identified in the minutes: Section 551.071 for consultation with the board’s attorney, Section 551.072 for deliberation regarding real property, and Section 551.074 for personnel matters. "At this time, we have business pertinent to sections 551.071, 551.072, and 551.074, which should be conducted in closed session," Zahirniak stated, and the minutes record closed session as declared at 4:00 p.m.

The public minutes record that the board reconvened to open session at 6:34 p.m., when Zahirniak stated, "Let the Official Minutes state that the Board entered into open session at 6:34 p.m. on March 14, 2025, and the floor is now open for business." No motions, votes, personnel actions, property transactions, or other open-session decisions are recorded in the published minutes. The meeting was adjourned at 6:35 p.m.; the minutes are signed by President Cory Zahirniak and Secretary Stephanie Luper and affirmed as official.
