Council renews multiple stormwater and lobbying contracts, citing prior grant successes

The council approved a package of consent items related to lobbying and stormwater services on Jan. 6, 2025. The minutes note an extension of the city's state lobbying contract with Gordon Thomas Honeywell Governmental Affairs; staff reported the firm's advocacy has yielded more than $9.0 million in capital earmarks since 2015, including $3 million for Bradley Road and $300,000 for community center repairs.
Also approved were interlocal and consultant agreements tied to stormwater and water-conservation work: a 2025 interlocal with the Whatcom Conservation District to support NPDES Phase II permit obligations and Nooksack Basin water-quality studies; Welch Ecological Services' renewal to support the city's NPDES stormwater permit and related planning and outreach; and on-call services with Gray & Osborne and RH2 Engineering for stormwater review, water-utility modeling and development-plan reviews. Funding for the stormwater contracts is included in the 2025 Stormwater Budget (Fund 410); water-utility work is budgeted in Fund 401.
