During public comment at the April 23 meeting, resident Mark Massong told the Council he was assaulted while riding his bicycle on the Rio Grande Bridge the previous Saturday and said the assailant "also attempted to have a dog attack him." Massong said law enforcement was contacted and that the same individual directed the dog to attack a responding officer, which resulted in the individual's arrest.
Massong expressed concern about what he described as an increasing number of homeless encampments in the area, particularly along the bridge and local trails, and said other trail users have shared similar concerns. Mayor Charles Griego thanked Massong for his comments and encouraged him to follow up with Police Chief Lucero for further discussion and possible next steps.
