Mars Eyecare plan missing sewage capacity letter; proposed parking shown in road right-of-way

Planning staff reviewed the Mars Eyecare land-development plan (Case #26041) and found the submission missing a sewage flow capacity letter, which is required to confirm sanitary service adequacy. The plan also showed proposed parking within the Brickyard Road right-of-way; staff flagged that encroachment into a right-of-way typically requires coordination with the owning agency. Additionally, stormwater and drainage for the new parking area were not shown, and E&S/NPDES items remain outstanding.

The commission did not approve the plan at the Feb. 18 meeting; instead the staff comments were recorded and later released to municipalities as part of the commission’s routine circulation. The applicant will need to provide a sewage flow capacity letter, demonstrate that parking does not encroach on public right-of-way (or obtain approvals), and submit stormwater/drainage plans for the proposed parking area before the county can clear the plan for approval or recommend municipal action.
