Council approves SCADA upgrade contract despite bid coming over estimate

The Omak City Council voted unanimously on March 16 to award the SCADA upgrade contract and to replace a transfer switch at the Wastewater Treatment Plant.
Public Works Director Wayne Beetchenow told council the successful bid was approximately "thirty to fourty thousand over the engineers estimate" after a re‑bid. Beetchenow said the project is over the engineers estimate but that "the funds are within the sewer budget" and he will look for savings in another account line to cover the overrun.
Member Dave Womack told council the Infrastructure Committee reviewed the bids and recommended award. Member Barry Freel seconded the motion to approve Resolution 30‑2026 and council voted to approve the contract without recorded dissent.
The decision allows the city to proceed with the digital supervisory control and data acquisition (SCADA) updates required to monitor and control wastewater processes; staff indicated financing will rely on sewer fund balances and internal reallocation rather than new outside funding.
