The Wayne County Commissioners unanimously accepted a $250,000 Local Share Account Grant (Contract No. C000097506) for facility upgrades to the Olga & Dorthea Dessin Society for the Prevention of Cruelty of Animals and approved a cooperation and subgrant agreement for renovations to the Dessin Animal Shelter at 138 Miller Drive in Honesdale. The motions were passed on March 19, 2026.
Grant Manager Vicky Botjer described the Dessin Society as the lead on the project and said, "Dessin is the lead on the project. They will be handling all the paperwork, submissions, and the cooperative subgrant agreement, that is necessary to spell out everybody’s roles." The minutes also record that the project request totals $347,500 and the county is being asked to provide a 25% local match equal to $145,834 in cash or in-kind contributions.
