Staff reports ArB soil ranking discrepancy and deeded ROW requirement for pending farm easements

Staff told the board the Highland farm application has an ArB soil-ranking discrepancy that requires a state decision, and the Giles farm cannot proceed to an easement purchase until a deeded right-of-way to the exclusion area is secured.
During the meeting staff member Jessica Yoder updated the board on two 2024 farm applications. She said the Highland application "has been a discrepancy with the ranking of the ArB soil and are awaiting a decision from the state on how to proceed," and noted that the Giles farm "needs a deeded ROW to the exclusion area before proceeding with the easement purchase."
Board members did not vote on either application at this session; both items were recorded as unfinished business pending the state decision on soil ranking and completion of the deeded right-of-way documentation for the Giles property. Staff indicated those conditions must be satisfied before staff brings an easement purchase forward for board approval.
