Executive Director of Special Programs Dr. Jennifer Warren asked the board to approve bilingual exceptions and waivers of ESL certification for teachers who are not yet certified, citing the district’s need for flexibility where bilingual- or ESL-certified teachers are not available. Warren referenced 19 TAC §89.1207(a) as the authority governing requests to the commissioner of education for such exceptions.
Trustee Leo Gonzalez, II moved to approve the Bilingual Exceptions and ESL Waiver Reports and Vice President Felicia Benford seconded. The board approved the request unanimously and authorized the administration to make necessary adjustments to the submission as new staffing data become available.
