Vianey Martinez, an attorney representing Edwards Homes, told the board she believes there were irregularities in the bidding process and asked trustees to consider the submitted documentation; she said Edwards Homes offered what she characterized as the best bid and intends to develop the property at about 5.5 houses per acre. Oscar Trillo, a parent and teacher, and John Holland, president of the Strahan Neighborhood Association, praised the CMS footprint but urged the board not to allow Strahan Road to be used as an entrance or exit for the middle school and requested a 10-foot district-funded sound barrier to address neighborhood noise. Leticia Marcum, president of the El Paso Building Trades, urged trustees to adopt the 2024 El Paso County prevailing wages for district construction projects.
