Canutillo ISD board opts to audio-record executive sessions, retains limited access rules

At the Jan. 29 meeting Canutillo ISD trustees voted to change how the district documents executive sessions by adopting audio recordings in place of the certified written agendas previously used.
District staff member Steve Blanco told trustees the board could continue with a certified agenda or move to audio recordings; Blanco explained limited exceptions to public access under Texas law for certain litigation matters. Trustee Maldonado moved the change; the motion was amended to specify that recordings be retained on a cassette player and that any notes from listening to executive-session recordings be sealed or collected by the district under board procedures. The board approved the amended motion unanimously. The change eliminates the district’s need to create certified-agenda text transcriptions going forward, while retaining restricted access under law.
