BOCES team pitches leased CTE center and campus expansions, citing lower local tax impact

Champlain Valley Educational Services officials presented to the BOQUET VALLEY CSD board a plan to expand career and technical education using a 20‑year lease partnership rather than a district capital project.
Dr. Eric Bell, CVES deputy superintendent, said the new Plattsburgh CTE center will be "a 155,000 square foot facility and a 12,000 square foot accessory building" and that construction began in March 2025 with the project on schedule for completion in June 2026. Bell said the lease approach allows the organization to place facilities into service more quickly and with "full BOCES aid on lease costs and minimal local tax impact," noting a year‑one lease cost projected at $3,630,000 and a net district cost of $1,270,000.
The CVES presentation contrasted the aidability of lease arrangements with traditional district capital projects. A CVES presenter explained that a lease is fully aidable under BOCES aid rules while district capital projects face maximum cost allowances that leave districts with much lower state aid. The presenter summarized the difference as roughly $375 per square foot under a lease versus more than $1,000 per square foot for a conventional build, and said that districts would receive little or no state aid on amounts above maximum cost allowances.
Board members asked about long‑term fiscal impacts and buyout options at the end of a lease. CVES staff said the lease includes an option to purchase at the end of the term, with the estimated remaining bond obligation "less than $500,000." CVES also said the plan reduces the need for local long‑term debt and suggested the project will have an estimated overall tax‑rate impact across component districts of about 0.7 percent.
CVES identified Columbia Development Companies as the land purchaser and project developer and BBL as the builder; officials said similar lease partnerships are being developed for an Essex County campus with an anticipated construction completion in June 2028.
The board did not take any final action on the CVES proposals during the meeting; CVES staff said they would answer further questions and follow up with detailed materials.
