County authorizes right-of-way planning and PennDOT ECMS signatory for Sheepskin Trail project

Fayette County placed a $7,000 Letter of Agreement with Gibson Thomas Engineering for a Right‑of‑Way plan at the Nilan Bridge segment of the Sheepskin Trail and authorized Arthur Cappella to sign in PennDOT’s ECMS for county bridges and the trail project.
Planning, Zoning and Community Development staff presented Sheepskin Trail items and the board voted unanimously to place them on the agenda. Arthur Cappella told commissioners the Gibson Thomas Engineering agreement covers 68 hours and a $7,000 fee to develop a Right‑of‑Way plan for the Nilan Bridge segment of the Sheepskin Trail.
In addition, the board authorized Cappella to sign on behalf of Fayette County in PennDOT’s Engineering Construction Management System (ECMS) for county bridges (listed by bridge numbers) and for entries related to the Sheepskin Trail development project, actions the commission approved by unanimous vote.
