Internal Auditor Hassemer reported he has proposed an ordinance change to move the PSCOB monitor role from the Office of Operational Analysis to the Manager's Office. Hassemer said integrating the monitor into auditing duties has created a conflict of interest that has made it difficult for Operational Analysis to audit public safety departments; moving the monitor would enable audits of four public safety departments that together account for over 20% of the operating budget and over 32% of staff.
Committee members expressed support for the proposal and noted the plan is not intended to eliminate PSCOB or to change its operations. Mr. Blount said the current system is unsustainable from an auditing standpoint and Dr. Thomas emphasized public interest in oversight of safety functions. Hassemer offered to relay committee comments to the Mayor and Commission for their consideration of an ordinance change.
