The commission voted to close and issue an order of conditions for replacement of a buried, failing culvert on Main Street near the Bessie Bog Conservation Area. Christopher Houle of Tye & Bond said the current culvert is largely buried and not functioning; the project replaces it with a roughly 9‑foot‑wide by 5‑foot‑tall precast concrete box culvert designed to improve aquatic and terrestrial organism passage and manage the 10‑year storm without discharging.
Houle said the proposal includes a two‑foot embedment and material to enhance passage and that the replacement will pass a 5‑year flow event with approximately 0.3 feet of freeboard and is designed not to overtop the roadway up to much higher events. Work is planned within the existing right‑of‑way; presenters noted limited clearing in buffer areas, replacement of a wooden sidewalk with a paved sidewalk, utility coordination, and an underground infiltration system sized similarly to other town projects. The commission included standard conditions and discussed a winter construction schedule with road closures anticipated to shorten overall duration.
