Commission approves Adequan Park parking retrofit and stormwater upgrades with conditions

The Mashpee Conservation Commission closed the hearing for Adequan Park (35 Lake Avenue) on Aug. 6 and approved an order of conditions that requires final construction plans and dewatering details prior to work. Christopher Houle of Tye & Bond presented the project as a redevelopment to improve drainage, water quality treatment and pedestrian access at the parking lot on the southern bank of Mashpee Wakeby Pond.

Houle told the commission the plan would decrease impervious area by about 2,587 square feet, add two bioretention areas and an underground infiltration system sized to infiltrate the 10‑year storm and provide a modeled 75% peak flow reduction for the 100‑year event. "The overall project is, considered redevelopment … the project will overall decrease the existing impervious area by approximately 2,587 square feet," he said. He also said the design expects to provide 70% pretreatment and 99% TSS removal overall.

Commissioners probed priority habitat and MESA exemptions for a northwest corner overlap; DPW staff said they believe the maintenance exemption applies and that annual inspection and a town O&M plan will be used for upkeep. The commission included conditions requiring submission of a final construction set that notes any differences from the permit set and a dewatering protocol to be reviewed by staff prior to construction. The motion to close and issue the order carried by roll call.
