A regional housing funder and development partners presented a proposal asking the city to allow three undeveloped parcels on South 1st Street to be considered for an infill-housing demonstration.
"My name is Carson Canales," said Carson Canales, who introduced the festival presenters and spoke during the public-comment portion. Ryan (speaker 9), representing the regional housing resource hub, explained the initial step: "That would be submitted to us as the funding recipient. We would then need to do, you know, an eligibility review of that including with the state to determine if that's eligible." The presenters described a model in which a community development corporation (CDC) would hold title during construction while the funder provides capital and recycles proceeds into a regional revolving fund.
Council members asked detailed questions about who would hold construction risk and title if a home did not sell. "If we're not the financial entity... you would be holding the property then, right?" a council member asked, pressing for clarity on ownership and recourse. Presenters said the CDC and the fund assume the financial risk under the proposed model and that proceeds from sales would be returned to the fund to finance future projects.
Council members also raised site-specific concerns, including whether the identified riverfront lots are the best use for housing and whether parking and walkability needs would be met. The council did not take formal action; members asked staff for more time to review eligibility, consider other lot options and return with further information.
