Engineering staff explained the county is constrained by aquifer withdrawal limits and fragmented providers and said the study would evaluate governance models—individual systems, a joint authority, or other regional structures—and produce technical recommendations. "We have the opportunity with a very well qualified firm…it's a grant up to $250,000 with 2 or more communities," staff said, noting the application deadline is at month‑end and the county would serve as lead agency with a required 10% match.
Commissioners discussed regional collaboration with Hinesville, Riceboro, Waterville, Midway and other nearby cities. A motion to have Liberty County act as the lead applicant for the JIFA grant application was moved, seconded, and approved by the board. Staff said award notifications would likely come in several months and that engineering work would follow award and contracting.
