ZBA denied U-Haul variance at Sherrill Plaza; owner to seek special-use permit

A city official told the commission that the Zoning Board of Appeals last week denied a variance request for a U-Haul operation at Sherrill Plaza. "The ZBA listened to the variance request last week. They denied the variance request," the official said, and added that the property and business owner will return with an application for a special-use permit.
The official explained that a special-use permit gives the city more regulatory tools: the planning or zoning board can impose conditions such as fleet size, hours of operation, buffering, and landscaping, and may revoke the permit if the owner fails to comply. City staff are awaiting legal counsel's advice on how to proceed; the official said this is the first time in the official's nine years that the city has used the new special-use-permit provisions added to the zoning code in 2024.
