Staff (S5/Samantha) said the committee should reaffirm or revisit residency requirements after a recent increase in nonresident rates produced increased nonresident use. "We have some guidelines in our operating resolution, but my research says that there are other municipal courses that have better defined guidelines," Samantha said, and she proposed building clearer, 'black and white' rules that define residency for passes and discounts.
Committee members discussed forming a joint subcommittee with Parks & Recreation and involving pro shop staff and customer service to draft consistent citywide language. The committee agreed such a subcommittee could help align policies for swim passes, golf passes, and parking passes and return a recommendation to the commission and council.
