A committee member asked, "How does that meet the rehabilitation standard?" and staff and the consultant replied that the garage is a secondary, non-public-facing feature and the historical consultant concluded it is acceptable under the Secretary of the Interior standards. Staff reiterated that ADU sizing, setbacks and height are governed by state law and are reviewed administratively, so the subcommittee's cultural heritage comments focus on visible exterior materials rather than the use or dimensional compliance of the ADU.
The subcommittee asked the applicant to provide construction details that show the addition will be differentiated from the historic structure (the plans propose a six-inch inset) and to document demolition and replacement decisions in the submission to the Planning Commission.
