Grundy Center council approves natural gas franchise for Black Hills Energy

The Grundy Center City Council on May 5 approved Ordinance 581 on its third reading to grant Black Hills/Iowa Gas Utility Company LLC d/b/a Black Hills Energy authority to construct, operate and extend a natural gas distribution plant and to use streets, alleys and other public places within the city limits. Mcdonald moved and Smith seconded the third-reading motion; it carried five ayes.
Council immediately followed the ordinance vote by approving Resolution 2025-16, which authorizes dispensing with the special election requirement for the franchise matter. Smith moved and Mcdonald seconded the resolution; the motion carried five ayes. The council recorded no discussion beyond the formal readings and votes.
The ordinance text grants Black Hills Energy the right to use public rights-of-way to build and maintain distribution facilities within the city. The council did not attach conditions in the minutes and recorded the formal actions as approved. The city clerk will publish the ordinance and related documentation per city procedure.
