Commissioners approve multiple Children & Youth and Behavioral Health contracts, IT upgrades

The Fayette County Board of Commissioners on May 21 approved multiple contracts and modifications for Behavioral Health and Children & Youth Services for 2026 and 2026–27.
The Behavioral Health slate included 2026 Professional Service Agreements such as Adelphoi Village ($42,000), Fayette County Community Action Agency ($296,191), and Transitional Employment Consultants ($194,000). For Children & Youth Services, the board approved a FY2025-26 Purchase of Service Agreement with Community Specialists Corporation d/b/a The Academy for residential services with listed per-item rates (initial clothing $250; New Outlook general residential $343.44/day; enhanced support $1,219.00/day; psychiatric evaluation $472.65).
The board also approved multiple agreements with Avanco International, Inc., including a HIPAA Business Associate Agreement Addendum (no change in cost), consulting and ad hoc IT services with tiered hourly rates from Research Analyst $54.50/hr to Project Director $125.00/hr, and other support contracts. The minutes record approval of CWIS 2.0 upgrades with a total cost of $359,612.56 and a Fayette County fixed share of $6,351.15, and AFCARS Upgrade and Maintenance totaling $290,000.00 with Fayette County’s share listed as $5,133.97. All motions were moved by Commissioner Kaufman, seconded by Commissioner Vicites, and recorded as passing unanimously.
