DHCF outlines MMIS rebuild, new fiscal agent and early steps for Medicaid work requirements

DHCF described a required MMIS rebuild and announced its fiscal-agent selection: the agency said it will replace Conduent with GainWell Technologies on a five-year contract valued at $85.9M and estimated ongoing operations and maintenance at about $28M annually. Turnage said the project is largely a COTS (commercial off-the-shelf) implementation and a GO Lab is scheduled for March.
Committee members also pressed DHCF and DCAS about technical requirements to implement federal Medicaid work requirements that may begin next year. DCAS Director Tamika DeWitt said the agency is procuring a tracking system for education and volunteerism hours and will update contact-center and system rules; she noted a $1.9M federal allocation has been received to support planning and system changes. Turnage and agency staff warned that system changes alone will not guarantee participation and that interagency coordination with DHS and DOES is underway.
