Resident questions three-mile wind-tower setback in planning rule change

Jerry Sutton urged the Deuel County Board of Commissioners to reconsider a Planning & Zoning Board decision that allows a three-mile setback from non-participating residential structures for wind-tower placements outside incorporated limits. Sutton said the Planning & Zoning Board approved the three-mile setback on August 3, 2026, and questioned why the county requires a five-mile setback for towers located near city or village limits but not for non-participating residences outside those limits.
The commissioners acknowledged Sutton's comments; the minutes state they "thanked Jerry for his comments." The matter was presented during the public comment portion of the meeting and was not the subject of a formal motion or vote at this session. Planning & Zoning revisions, including setbacks, were discussed later in the agenda as part of the Planning & Zoning Administrator's update.
