Trustees approve architectural and construction-manager rankings for multi-year campus projects

The Fort Sam Houston ISD Board of Trustees voted unanimously on Feb. 20 to approve the district's final rankings for architectural design services and for a Construction Manager at Risk (CMAR) to support a set of board-approved campus projects, including a new administrative building and renovations to Cole Middle/High School and the elementary playgrounds.
Eighteen proposals were received for architectural services; the evaluation team included Superintendent Dr. Gary Bates, Assistant Superintendent Julie Novak, Principal Dr. Joseph Cerna, Interim Principal Julissa Fisher and Facilities Director David Campbell. Trustees authorized the superintendent to negotiate and execute contracts in a form approved by legal counsel and approved delegating to the superintendent the authority to review and approve 100% of construction documents for the 2025 construction projects. Board members raised concerns about potential project changes occurring without board knowledge and emphasized that the board would receive regular updates and that "no changes to the original plan will be approved by the Superintendent without the board’s knowledge, input, and/or approval."
District materials presented a two-year timeline for completion and noted coordination requirements with the Installation. The votes on these procurement items were unanimous among trustees present.
