FSHISD presents 2023–24 Emergent Bilingual report; no action taken

At the Oct. 31 meeting, District Testing Coordinator Lori Fuller presented the 2023–24 Emergent Bilingual program evaluation to the Fort Sam Houston ISD Board of Trustees. Fuller clarified the presentation data referred to the 2023–24 school year rather than 2024–25 and reported that 45 students received services (21 elementary, 24 secondary).
The attached program materials in the minutes include TELPAS performance distributions and sub-skill breakdowns (for example, TELPAS categories showing FSH percentages across Beginning, Intermediate, Advanced and Advanced High bands and detailed FSHE/Cole scores by skill area). Fuller also explained that no students were exited last year and that the district is experiencing an increased number of newcomers with little to no English proficiency. The board received the report; no vote or further action was recorded.
