The Goose Creek Consolidated Independent School District Board of Trustees approved a multi-item consent agenda at its Nov. 11 regular meeting in Baytown.
In a motion introduced by James "Jim" Campisi and seconded by Richard Clem, the Board voted to approve items 1ACA0through 8 and 10ACA016 as presented. The motion passed with Mrs. Berrott-Tims, Mrs. Guy, Mr. Campisi, Mr. Renteria, Mr. Martinez, Mr. Clem and Mr. Sampson voting in favor.
The consent package included an $8,000 donation from Jindal Pipe USA, Inc., to purchase hand-held communication radios for Special Education classrooms and a $1,000 signing bonus for teachers "new to the district" who are fully certified in Texas. The Board approved the Goose Creek CISD Annual Comprehensive Financial Report (ACFR) for the year ended June 30, 2024, prepared by Mays & Associates, PLLC.
The Board also authorized several procurement actions and contract options: extensions for athletic supplies (CSP #24-004), awards and trophies (CSP #24-005), spirit wear (CSP #24-002), and a 90-day extension for fine arts equipment (CSP #20-004). Superintendent expenditures were approved as presented.
Budget amendments No. 6ACA0through No. 12 were adopted, including adjustments to the 2024-25 General Fund to reflect a land purchase, changes to tax collection revenue tied to a tax-rate decrease and increased health insurance costs (Cigna and BCBSTX). School Nutrition Fund amendments covered increased equipment purchases and insurance costs.
The Board approved a Memorandum of Understanding with the University of Texas M.D. Anderson Cancer Center to support the ASPIRE (A Smoking Prevention Interactive Experience) program, and adopted resolutions recognizing current 4-H members in Chambers and Harris counties as eligible for extracurricular status under 19 Texas Administrative Code, Chapter 76.2.
On property matters, the Board authorized conveyance of a drainage easement to Chambers County as described in the agenda exhibits. (The meeting record describes the easement in one place as "14-foot-wide" over a 5.297-acre area and in another place as a "one-hundred-forty-foot (140')" drainage easement; the Board authorized conveyance as described in the exhibits.)
Item 9 (TASB Localized Policy Manual Update 123) was pulled from the consent agenda for separate consideration; the Board later approved the policy update with the exception of a security/personnel policy to be revised and returned to the Board.
