Santaquin City Council approved Change Order No. 2 on March 17 to construct the city’s connection to the newly installed ULS pipeline. The change order was authorized not to exceed $75,956 and is a ratification of work the city has already begun (staff previously ordered a specialized valve to avoid a delay).
City staff said the work is part of a broader project estimated between $450,000 and $500,000; this change‑order cost is included in that estimate. Staff explained the connection helps reduce transfers from the culinary water system to the pressurized‑irrigation system and that installing the connection while the regional pipeline is under construction avoids additional easement costs and delays.
Council approved the change order by voice vote. Staff said the capital repair and replacement fund will front the expense, and the city will reimburse that fund from PI impact‑fee revenues as fee collections become available.
Quote from staff: "This is a ratification. We already pulled the council on this last week and got the approval to go ahead and order the valve that need to be the only one in Utah that we could get to get it coming," explaining the timing pressure to secure equipment.
Next steps: staff will proceed with the work and later run a competitive bid process for the remainder of the project phases; the council directed staff to include the project in a future budget amendment so the capital fund is replenished when impact‑fee revenue arrives.
