The applicant said about 10 of the 13 units are intended for full‑time staff for partner institutions, with other units flexible for faculty or short‑term visitors.
Commissioners asked about small unit sizes (many below 400 square feet). The applicant said that shared kitchens, laundry and common facilities are provided and that APHA (the local housing authority) would review unit sizing and deed restriction terms. The commission included monitoring/audit language in its recommendation so council and APHA can verify whether units are occupied by qualifying workers and whether additional mitigation or conditions are needed over time.
One commissioner asked whether performers or musicians qualify as workers for the housing-credit rules; staff and the applicant said musicians are not considered workers for the purpose of those credits, and that the credits are intended to support local working residents associated with the partnering institutions.
