Staff explained the baseline code requires four off‑street parking spaces for a single‑family home (two in garage, two in driveway) and that the proposed ADU rules add one additional space for a detached ADU under 650 sq ft (tandem allowed). Staff said properties within 0.5 mile of a transit station would have reduced or no additional parking requirement for detached ADUs. On enforcement, staff said the application package will include an affidavit (recorded on title) that notifies owners and gives the city an enforcement mechanism if an extended living area is used as an unpermitted rental.
Commissioners also asked whether presently unpermitted detached structures could be brought into compliance. Staff said the city already has a process to legalize existing structures through a building‑permit and code‑compliance path; they recommended clarifying the ordinance language to explain that path rather than using the word “amnesty.”
