Finance staff seeks $16.5 million increase in 2025 spending authority in fall supplemental

Grama said the $16,500,000 increase comprises $5,700,000 in new requests and $10,800,000 in previously approved or technical adjustments; the supplemental also includes $5,800,000 in additional revenue and transfers.
Grama noted that $5,200,000 of the new operating request and $500,000 of capital are a single stop‑loss claim adjustment to the employee benefits fund that is expected to be offset by revenues. He also said that a $100,000 request for Kids First that had been included in initial materials will be removed before second reading. Councilors had no substantive questions during the non‑public hearing first reading; the ordinance was moved, read and put on file for second reading and a public hearing next week.
The presentation included technical transfers, PTO/ separation payouts and adjustments across component unit funds; staff asked councilors to review the detailed memo and prepare questions for the scheduled public hearing on the ordinance.
