Board names Pollard and Goodwin as investment officers, affirms investment policy

At the Nov. 18 meeting, LeighAnn Goodwin told trustees the retirement of Darrell Frazier made it necessary to designate new investment officers and recommended appointing Dr. Barrett Pollard and LeighAnn Goodwin to the roles. "Goodwin recommended appointing Dr. Barrett Pollard and LeighAnn Goodwin as the District's investment officers," the minutes report. The motion, made by Cheyenne Kizer and seconded by Linda Maxwell, passed unanimously.
Goodwin also led the board through the annual review of the District's Investment Policy (CDA Legal & Local). She said CDA Local had no changes since October 2019 while CDA Legal was updated Nov. 14, 2023. The district continues a Certificates of Deposit program (CDARS) with maturities from four weeks to five years and currently holds $4.245 million invested in certificates of deposit; Goodwin noted the district uses Randall Chenot, Managing Director of Investors Brokerage of Texas (Waco), as the board-approved broker. The board approved the investment policy as presented (motion by Loyd Hopson, seconded by Linda Maxwell).
