At the Nov. 18 meeting of the Gatesville ISD Board of Trustees, LeighAnn Goodwin, assistant superintendent of finance, presented the district’s annual Schools FIRST report and said the district “received a perfect score of 100 which results in a superior achievement rating.”
Schools FIRST (Financial Accountability Rating System of Texas) is a TEA-reviewed accountability measure based on prior-year financial data; Goodwin told trustees that presentation and disclosure of the report is a public hearing requirement under TEA code chapter 109 (Budgeting, Accounting, and Auditing). There were no public comments during the hearing.
The board did not take additional action beyond the required public presentation. The report summarizes the district’s financial-management practices for the 2022–23 school year and is intended to demonstrate compliance with state financial accountability standards; the district’s perfect score indicates it met the criteria TEA uses to evaluate quality in financial resource management.
